Foster carers often ask us here at Mosaic Foster Care whether their fostering income counts as taxable. The answer depends on your allowances, expenses, and the HMRC scheme you use. Here’s a clear guide to the most common questions foster parents have about tax, benefits and National Insurance

Do foster carers pay tax on their income? 

In the UK, most foster carers do not pay tax on their fostering payments. This is because of Qualifying Care Relief (QCR), a government tax relief scheme designed specifically for people who provide care for children in their household. 

What is Qualifying Care Relief? 

Qualifying Care Relief gives each fostering household: 

  • A £10,000 annual tax exemption (fixed amount). 
  • A weekly tax allowance per child in placement (£200 under age 11, £250 age 11+). 

If your total fostering income is below this tax threshold, it is not taxable. Your personal allowance can than be applied in addition to this if you reach the QCR threshold.  

Do I need to file a tax return? 

Yes. Even if you owe no tax, you must still complete a Self-Assessment tax return for HMRC. This is the way the government records your fostering work, confirms your income statement and checks your eligibility for relief. 

What if I earn more than the allowance? 

If your income is above your Qualifying Care Relief amount, you can pay tax only on the profit above the threshold, or use the “profit method” (income minus actual expenses and deductions) if that works out better for tax purposes. 

Do foster carers pay National Insurance? 

If your taxable profit is below £6,725 per year, you don’t pay National Insurance contributions. Above that, you may pay Class 2 or 4. Some carers choose to pay voluntarily to protect their state pension and other entitlements. 

What about expenses and claims? 

Foster parents can claim certain expenses if using the profit method, such as food, clothing, mileage or specialist equipment. Keep records, receipts and forms to make sure you’re covered if HMRC asks for details. 

Do foster carers need an accountant? 

Not always. Most carers can complete their Self-Assessment tax return using HMRC’s online guidance. An accountant may help if your income, expenses or deductions are complex. 

Do fostering payments affect benefits? 

No. Foster care payments and allowances are usually ignored when calculating means-tested benefits like Universal Credit or Child Benefit.
